Mark Blevins is the CEO, owner, and founder of 1102Assistance, LLC (1102Assistance). After investing approximately 34 years in a federal career, Mark decided to retire on July 1, 2024. Mark’s acquisition career began in the mid-1990s as a Commissioner at the Armed Services Board of Contract Appeals (ASBCA) where he drafted opinions for all three divisions of judges. As a contracting officer, with an unlimited warrant, at five different federal agencies, Mark executed many of the federal government’s largest and most complex contracts. Mark retired as an Executive Business Advisor, GS-15, managing contracts for the federal government's single largest portfolio of assets. Mark brings an unparalleled skillset, depth and breadth of knowledge to virtually every possible contracting issue and scenario. While serving in the Contracting Series, 1102, Mark earned a DAWIA Level 3, FAC-C Level 3, DITAP-DS, COR, and CPCM certifications in addition to his Juris Doctorate degree. The SBA’s VetCert® Program certified 1102Assistance as a Service-Disabled Veteran Owned Small Business (SDVOSB). Today, Mark and his staff at 1102Assistance stand ready to provide your company or federal agency with expert contracting support at the most competitive price.
1102Assistance’s CEO offers to potential clients a no-charge/no-commitment 40-minute initial consultation. Prior to the consultation, 1102Assistance will provide a mutual / bilateral NDA to be executed by the parties. As for the initial consultation, please be on time and please prepare questions in advance. Please do not rapid-fire questions trying to understand the entirety of the FAR, VAAR, DFARS, C.F.R or the distinguishing intricacies between GAO and COFC opinions. Rather, explore what is being offered, the federal procurement process, and the ROI to be gained.
1102Assistance, LLC is certified as a SDVOSB
Pricing is firm-fixed price (FFP). 1102Assistance firmly believes pricing should be known in advance to the maximum extent possible. Pricing includes all cost elements. For example, a solicitation challenge includes the $350.00 GAO filing fee, all consultation time, all document(s)review and preparation, consultation with an on-staff attorney, as required, and the timely filing of the protest. 1102Assistance in-house expertise permits numerous opportunities for subcontracting. For example, responses to RFIs/SSNs are priced so that subcontracting these requirements to 1102Assistance may be a better business decision versus investing in-house resources.
